In addition to the lack of infrastructure, Indonesian government was concerned about the absence of a robust class of indigenous entrepreneurship. In the early 1950s programs were initiated which were intended to promote Indigenous entrepreneurship. Unfortunately these programs often amounted to little more than the establishment of companies by politically well-connected indigenous Indonesians, who used their position to acquire import license and other privileges while the companies were managed by Indonesians of Chinese origin.
The first five-year plan which began in 1956, and which was scheduled to run until 1960, emphasized the rehabilitation and extension of rural infrastructure such as irrigation and roads, and the rapid expansion of education opportunities. Some progress was made in achieving these objectives, but mounting inflation, the economic dislocation which followed the growing political instability in 1957-8 and growing political instability prevented most of the plan target being met.
